Allow User Management with groups in the GLOBAL license similar to Regional license

While my organization has migrated to federated licensing and EPS365 , we still desire to fully manage which users are granted access to use which applications via membership in license groups on the online license server. Migration to EPS365 eliminated the controls or reduced in functionality. It was a key management tool that helped the organization best manage who could use software and helped us in accounting and cost management.
